Confidential Winchester Voter Data
Nevada draws a firm line between useful voter records and sensitive identity data. NRS 293.558 allows public voter identification while withholding Social Security numbers, driver's-license or state-ID numbers, and email addresses. It also lets a voter request that an address and telephone number be withheld. Those limits apply to Winchester records in county files and statewide election systems.

Winchester Participation Is Not Choice
Voting history records whether someone took part. It never reveals how the ballot was marked. Early-voting products may identify a voter and show a voting place or date. Mail-ballot products may show request and return status. Neither record discloses a candidate selection or the answer to a ballot question.

A specific registration application costs $1 as a plain copy or $3 as a certified copy. For paper district data, the first page is $1 and each later page is $0.25.
Electronic formats include Access or Excel, comma-delimited ASCII, and fixed-block text. Online reports often use comma-delimited ASCII with code and layout references, and large files may be compressed. A plain application copy, a certified application, a standard list, and custom data are separate products. Describe the desired result with care so Elections staff can quote the right one.
Phone, fax, email, office service, postal registration mail, self-service lookup, and online data downloads make up the documented Winchester access chain. Nevada's online registration system, mailed forms, in-person offices, and other authorized channels are ways to create or update a record, not ways to gain public access to another person's protected data.
Winchester Voter File Use Limits
Public access does not erase statutory limits. A requester receives only the voter fields permitted for the selected product. Withheld addresses, telephone numbers, CAP locations, court-protected details, and confidential identity credentials must stay out. Data should not be used to target, stalk, threaten, or harass any person.
NRS 200.571 defines harassment through knowing unlawful threats that cause reasonable fear. Penalties escalate with the conduct and prior offenses, while aggravated stalking is a category B felony. A public Winchester voter file is not permission to evade those laws.
List dates also matter. Weekly files change, forms can be misread, and an inactive mark may later be resolved. Keep the source date and status with any extracted row. If a record will support a civic or legal claim, confirm it with Clark County Elections.
